20DollarBanners focuses on its name: Selling and creating you online graphical banner ads for about $20.
I first was introduced to 20DollarBanners from some other internet marketing friends of mine. I use custom banner ads with both my own products as well as some of my publishing (affiliate) efforts.
I've tried creating banner ads myself in the past, but they looked pretty awful (and didn't convert well at well). I have also hired freelancers to do banner ads in groups (i.e., multiple sizes). That worked OK. I paid more that I probably should have and the designer(s) required a lot of instruction in how I wanted it.
Essentially, they were graphic designers trying to do banner ads.
And that is one of the biggest problems with hiring a graphic artist to do banner ads: They really don't understand the "art" of graphic online banners.
When you go to 20DollarBanners, you first see pages and pages of their portfolio. And if you look closely, you will see a lot of big-name companies or even banners you have seen yourself. That is a good sign (and it shows me that this is the place to be!).
I would say that the one big misconception about 20DollarBanners is the price...there are very few "$20" options. That being said, the options that they do have are still very fairly priced. The "MarketersPack", which includes 8 standard sizes that most networks (like Google and Yahoo) support costs about $197. That about $25/banner. Not bad. Also, I find that doing it this way creates a general "theme" across all of the different size of banners.
The process from here is pretty straight forward. You give then details as to the copy (text) you wish to appear on the banner. You can also provide special instructions or upload files (like you own logo design) to incorporate into the design.
20DollarBanners also gives you a couple of other unique features that most graphic designers either won't provide you with or they charge you a lot. First, you can request that the banner be animated (i.e., its flashes or moves). For conversion, these "animated GIFs" are highly effective. And they will animate your banner for no additional charge.
The other option that is great is that they will sell you the native PSD file (Photoshop) of the design for only $5. Most graphic designers I have ever used will never give me this option, or they wanted a lot of money for the raw file (it's kind of like having the "negative" for a photo). This can be extremely handy if you ever need to make a minor change in a design.

Over the years, I have used 20DollarBanners quite a few times. They also seem to finish the work in about 2-3 days (though, you can pay extra to expedite this). I have found that their banner ads convert very well (better than anyone else I have used in the past). Their custom service is great and their custom portal works well as a banner archive for me, too.
I can't say that 20DollarBanners does other things (like headers, logos, eCovers, etc.), but they DO know how to do banner ads. This is the only place I go these days for this kind of service.
